Amends the Reclamation Project Authorization Act of 1972 to increase the acreage to be irrigated by the O'Neill unit of the Pick-Sloan Missouri Basin program. Describes the principal features of such unit which include: (1) an infiltration system for extracting water from the Niobrara River; (2) a pipeline conveyance and distribution system; (3) a pump station; and (4) injection wells.
