A bill to amend the Surface Mining Control and Reclamation Act of 1977 to create a trust fund for the reclamation of underground mines and a trust fund for surface mines and for other purposes.

Amends the Surface Mining Control and Reclamation Act of 1977 to terminate the Abandoned Mine Reclamation Fund and to create in the Treasury two trust funds, the Abandoned Surface Mine Reclamation Fund and the Abandoned Underground Mine Reclamation Fund.

Provides that moneys from the funds allocated to the States and Indian tribes shall be paid directly to the States and Indian tribes quarterly.
