A bill to require the Secretary of Defense to establish an accounting procedure within the Department of Defense to identify and control expenditures for advisory and assistance services, and for other purposes.

Requires the Secretary of Defense to establish and report to the Congress on a procedure for the identification and control of the costs of contracted consultant and related services.

Repeals the spending limitation within the Department of Defense for such services.
