Amends the Consolidated Farm and Rural Development Act regarding water and waste facility grant eligibility standards to establish the nonmetropolitan median household income threshold at no lower than the national poverty level (as established by the Office of Management and Budget). Authorizes the Secretary of Agriculture to waive such requirement to avoid a serious groundwater contamination.
