Requires the Secretary of the Treasury to impose limits on the amount of certain copper articles (including black copper, blister copper, anode copper, and unwrought copper) provided for in the Tariff Schedules of the United States that may be entered into the United States during the five-year period after the enactment of this Act and during any quarter of a year therein. Requires the Secretary to equitably allocate the aggregate quantities of copper articles among foreign countries.
