A bill to provide domestic observers on U. S. fishing vessels.

Amends the Magnuson Fishery Conservation and Management Act to authorize fishery management plans to establish programs for the collection of information necessary for the conservation and management of any fishery, including requirements that observers be placed on fishing vessels that are engaged in a fishery, with the costs of such programs to be borne equitably by participants in the fishery.
