A bill to require the Secretary of Agriculture to proclaim national marketing quotas for the 1988 through 1990 crops of wheat and to hold a marketing quota referendum by wheat producers, and for other purposes.
Wheat Marketing Act of 1986 - Amends the Agricultural Adjustment Act of 1938, effective for the 1988 through 1990 wheat crops, to direct the Secretary of Agriculture (who, currently, is merely authorized) to proclaim national marketing quotas for wheat by June 1, 1987 (currently June 15, 1986).
Requires the Secretary to conduct a referendum of wheat producers by August 1, 1987 (currently August 1, 1986). Limits eligibility to producers with at least a 40-acre base.
Amends the Agricultural Act of 1949, effective for the 1986 through 1990 wheat crops, to set loans and purchases at the higher of 70 percent of parity or $4.65 per bushel.
