Cattle Restitution Act of 1986 - Directs the Secretary of Agriculture to make specified payments to producers who sold cattle for nonbreeding purposes during the period March 28, 1986, through June 30, 1986.
Requires payment claims to be submitted before July 1, 1987.
Sets forth procedures for resolving disputed claims, including judicial review in U.S. district court.
