A bill to require the issuance of import licenses for certain imports.
Trade Information Act of 1986 - Prohibits any article from being imported into the United States unless the Customs Service has issued an import license for such article. Exempts from such licensing requirement: (1) articles which are subject to a licensing requirement of a U.S. agency other than the Customs Service; (2) non-commercial shipments; and (3) commercial shipments valued at less than $250.
