National Narcotics Act of 1986 - Establishes a Cabinet-level Office of the Director of National and International Drug Operations and Policy to plan and coordinate drug enforcement efforts of the Federal Government. Requires the Director to report to the Congress on U.S. policy with respect to illegal drugs.
Authorizes appropriations for FY 1987 through 1991.
