A bill to amend the Federal Insecticide, Fungicide and Rodenticide Act to permit Federal agencies to use pesticides registered under such Act in compliance with its registered users without conducting further research analyses on human health effects.
Federal Pesticide Programs Improvement Act of 1986 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to permit Federal agencies to use a registered pesticide unless the Administrator of the Environmental Protection Agency (EPA) determines that missing or deficient data warrants suspension or cancellation of such registration.
Permits Federal agencies to refer to research conducted for EPA pesticide registration in developing their own environmental impact statements.
Provides that registration guidelines promulgated by the Administrator may not contain a requirement for applicants to perform human epidemiological studies to obtain or support registrations.
