Directs the Administrator of the Environmental Protection Agency to require recordkeeping at the retail level on sales of cyanide, including the identity and address of the purchaser and the intended use of such chemical.
Requires the Administrator to study and report to the Congress on the manufacture and distribution of cyanide with a view toward taking actions necessary to safeguard the public from its wrongful use.
