Oil and Gas Workers Equity Act of 1986 - Amends the Trade Act of 1974 to grant eligibility for trade adjustment assistance to firms and workers in firms which: (1) explore for, produce, or process oil or natural gas; or (2) provide essential parts or services to other firms that engage in such activities.
