A bill to amend the Consolidated Farm and Rural Development Act to require the Secretary of Agriculture to offer training in advanced marketing techniques and to require individuals to complete such training to be eligible for real estate and operating loans under such Act.

Amends the Consolidated Farm and Rural Development Act to require: (1) the Secretary of Agriculture to offer specified training in advanced marketing techniques for commodities, livestock, and aquaculture (including futures and options training) with regard to real estate and operating loans under such Act; and (2) applicants completion of such training in order to receive such loans or guarantees.
