A bill to amend the Truth in Lending Act.
Fair Credit Card Act of 1986 - Amends the Truth in Lending Act to direct the Federal Reserve Board to issue regulations requiring that credit card solicitations mailed to consumers disclose information about finance charge conditions, interest rates, and annual fees and related charges.
Requires the balance upon which such finance charges may be imposed to be computed using an average daily balance method or alternative method which benefits the consumer. Directs the Federal Reserve Board to issue regulations on such methods.
