A bill to amend title 10, United States Code, to require operational testing and evaluation before low-rate initial production, and for other purposes.

Amends Federal armed forces provisions relating to the operational testing and evaluation of major defense acquisition programs to require such testing and evaluation before low-rate initial production of such programs may begin.

Prohibits a final decision from being made within the Department of Defense concerning the low-rate production of a major defense acquisition program until the Director of Operational Test and Evaluation has submitted an evaluation report on the testing of such program to the Secretary of Defense, and the Senate and House Committees on Armed Services and on Appropriations have received such report.
