Authorizes and directs the Secretary of the Treasury to pay specified sums to: (1) named individuals and entities in full satisfaction of all claims against the United States arising out of certain activities of a South Dakota Indian reservation; and (2) a named legal services agency for services rendered in connection with a congressional reference case.
