Requires the Administrator of General Services to transfer jurisdiction over 425 Second Street, N.W., in the District of Columbia to the government of the District of Columbia for the purpose of providing shelter and related services to homeless individuals.
Declares that, after the transfer of such property, the Federal Government shall not be liable for injuries or damages that occur while the property is under the jurisdiction of the District of Columbia and that arise out of the operation, maintenance, repair, renovation, reconstruction, or other capital improvement of such property. Declares that the Government shall not be responsible for capital improvements to such property while it is under the jurisdiction of the Distrct of Columbia.
