Amends the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for FY 1987.
Amends the Uniform Time Act of 1966 to start daylight savings time the first Sunday in April rather than the last Sunday of April. Continues a State's right to preempt such time changes.
Directs the Federal Communications Commission to make necessary adjustments in the operation of daytime standard amplitude modulation broadcast stations.
