Title I: Amendments to Federal Land Policy and Management Act - Amends the Federal Land Policy and Management Act of 1976 to require that lands exchanged for specified Oregon and California Railroad grant lands and Coos Bay Wagon Road grant lands in Oregon be managed the same as the grant lands.
Title II: Olmsted Heritage Landscapes - Directs the Secretary of the Interior, acting through the Director of the National Park Service, to require the preparation of a State-by-State inventory of Olmsted heritage landscapes. Requires such inventory to include a listing of all such landscapes and an evaluation of such landscapes that are publicly owned or eligible for inclusion on the National Register of Historic places.
Requires periodic updating of the inventory. Requires appropriate access to such inventory at the Library of Congress, the Frederick Law Olmsted National Historic Site in Brookline, Massachusetts, the National Park Service regional headquarters, and appropriate State offices.
Directs the Secretary to: (1) promulgate general standards for preservation of historic landscapes; (2) provide technical assistance to Federal agencies, State and local governments, private organizations, and other interested individuals on the identification, commemoriation, and preservation of Olmsted heritage landscapes; (3) conduct and submit to the Congress a thematic study of historic landscapes to identify those landscapes which would qualify as national historic landscapes; and (4) encourage a program for the use of the Frederick Law Olmsted National Historic Site in Massachusetts as a center for research. Requires the Secretary to provide for the coordination of applications for grants for the preservation of Olmsted heritage landscapes.
Requires the Secretary to encourage maximum public participation in carrying out the purposes of this Act.
Requires the Secretary to conduct appropriate activities during the decade 1986 to 1995 to commemorate the Olmsted achievements and influence on American life.
Establishes the Technical Committee on Olmsted Heritage Landscapes, which shall assist the Secretary in carrying out this Act. Terminates such Committee after December 31, 1995, unless extended for up to five additional years.
