A bill to amend the Toxic Substances Control Act to protect the environment and human health from adverse effects caused by the release of genetically engineered microorganisms into the environment, to promote the safe use of genetically engineered microorganisms, and for other purposes.

Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency to establish a permit program regulating the release, distribution, and use of genetically engineered micro-organisms to protect human health and the environment.

Establishes a Biotechnology Science Coordinating Committee within the Federal Coordinating Council for Science, Engineering and Technology to serve as a forum for evaluating potential adverse effects on human health or the environment caused by such organisms.
