Restricts smoking to designated areas in all United States Government buildings, including leased buildings.
Requires that the rules and regulations prescribed under this Act: (1) be developed in consultation with the Surgeon General; (2) be implemented after consultation with employee representatives; (3) make reasonable accommodations for the needs of smokers and nonsmokers; (4) provide for conspicuous sign display specifying where smoking is allowed or prohibited; (5) provide for effective enforcement; and (6) be published in the Federal register. Prohibits such rules and regulations from superseding those that provide more stringent restrictions on smoking.
