Amends the Urban Mass Transportation Act of 1964 to authorize the Secretary of Transportation (the Secretary) to use Federal funds to contract directly for construction management oversight services. Declares that the Federal share of any such contract shall be 100 percent.
Requires recipients of Federal financial assistance for major capital projects to: (1) provide the construction management oversight contractor reasonable access to construction sites and records; and (2) prepare and implement a construction management program which meets specified requirements and receives the Secretary's approval.
Requires the Secretary to issue implementation guidelines within 120 days after enactment of this Act.
