Directs the Architect of the Capitol and the Secretary of Transportation to study alternatives for the construction of a building on a specified site in the District of Columbia for the use of the Administrative Office of the United States Courts, the Federal Judicial Center, and other judicial functions and recreational activities. Requires the Architect of the Capitol and the Secretary to submit a report with recommendations to the Congress.
Authorizes appropriations.
