Farm Credit System Review Commission Act of 1985 - Establishes the Farm Credit System Review Commission to study the Farm Credit System structure and recommend any appropriate changes.
Requires the Commission to submit to each House of the Congress an interim report by March 31, 1986, and a final report by June 30, 1986. Terminates the Commission 60 days after submission of such final report.
Establishes a 90-day moratorium on specified association mergers under the Farm Credit Act of 1971.
