A bill entitled the "Action Act Against Violations of Human Rights".

Directs the President to report to the Congress within 18 months of enactment of this Act on which countries have a record equal to or worse than that of South Africa with regard to: (1) interference with the free movement of persons within the country, interference with the right of persons to reside wherever they wish or to emigrate; and (2) restriction on the freedom to contract labor and to organize for collective bargaining; (3) slave or forced labor; (4) denial of equal treatment and due process before civil and criminal courts; (5) restriction on the free exercise of religion and discrimination in employment, housing, or any other respect on the basis of religion; and (6) any other undue burden placed on individuals and families because if their race, religion, national or tribal affiliation, class, or political affiliation.

Directs the President to impose the following sanctions on those countries that have an overall record equal to or worse than that of South Africa and have failed to improve: (1) prohibition of sales of U.S. computer products to any such country; and (2) prohibition of purchase by U.S. persons of the five principal export products or commodities of any such country.
