Amends the Surface Transportation Assistance Act of 1982 to authorize appropriations for highway safety programs for FY 1987.
Authorizes appropriations for FY 1987 for Federal alcohol traffic safety programs.
Requires the Secretary of Transportation to withhold ten percent of a State's highway construction funds in each fiscal year following FY 1987 if it is legal in such State for persons under 21 years of age to purchase or publicly possess any alcoholic beverage.
Authorizes appropriations for Federal highway safety research and development programs for FY 1987.
