Prohibits the expenditure of funds for the production of lethal binary chemical munitions after the enactment of this Act. Defines lethal binary chemical munitions.
Expresses the sense of the Congress that the President should begin negotiations with the Soviet Union for a mutual, verifiable ban on chemical weapons.
