Fort Totten National Historic Site Act - Directs the Secretary of the Interior to acquire the Fort Totten State Historic Site, North Dakota to be the Fort Totten National Historic Site. Directs the Secretary to report to the appropriate congressional committees within two years on a general management plan for such Site. Authorizes appropriations.
