Authorizes the Secretary of the Army, acting through the Chief of Engineers, and in consultation with the Secretary of State, to cooperate with Canada to complete studies and design of structures for flood storage protection in the Souris River Basin, Canada. Authorizes the Secretary to purchase storage in such structures for the benefit of the United States.
