Amends the Guam Organic Act to require the Governor of Guam: (1) to submit to the Secretary of the Interior a plan to govern the use and/or disposal of Federal lands by Guam; and (2) to gain approval of such plan by the legislature of Guam.
Requires the Secretary to notify specified congressional committees with respect to any changes to such plan. Directs the Secretary to survey and to categorize such lands in Guam.
