Directs the Secretary of the Army, acting through the Chief of Engineers, to construct a second large lock at Sault Sainte Marie, Michigan. Authorizes the Secretary to use excavated and dredge material from such construction to construct a breakwater at Izaak Walton Bay, Michigan, and for reef creation at Lake Nicolet, Michigan.
Authorizes appropriations.
