Amends the General Education Provisions Act to increase by two the number of members of the Assessment Policy Committee (who are appointed by the National Assessment of Educational Progress organization for purposes of its assessment of the performance of children and young adults in the basic skills of reading, mathematics, and communication, under its grant from or cooperative agreement with the National Institute of Education).
Provides that one of these two new members shall be an elementary school principal and the other shall be a secondary school principal.
