Establishes the National Commission on Bioethics (Commission) to study the ethical issues arising from the delivery of health care and biomedical and behavioral research, including the protection of human subjects of such research and developments in genetic engineering that have implications for human genetic engineering.
Requires the Commission to issue project and annual reports to the Congress.
Establishes within the Congress a Congressional Board on Bioethics.
Authorizes appropriations for FY 1986 through 1988.
