A bill to forgive certain loan repayments by the Southeastern Pennsylvania Transportation Authority to the Secretary of Transportation, and for other purposes.

Forgives 80 percent of the principal and interest owed by the Southeastern Pennsylvania Transportation Authority on certain loans entered into with the Secretary of Transportation for the acquisition of certain rights-of-way.

Authorizes the Secretary to convert the remaining portion of the principal and interest to grant agreements under a specified formula for public transportation projects.
