Amends a specified Federal law to authorize appropriations for FY 1987 through 1989 to support cooperative agreements with the Bethune Museum and Archives for the operation and maintenance of the Mary McLeod Bethune Council House national historic site. Authorizes appropriations for matching grants to the Archives for the protection of the Archives and building repair and improvement. Replaces the term "National Council of Negro Women" with "the Bethune Museum and Archives" in such law.
