Amends the Deficit Reduction Act of 1984 to require the Secretary of Health and Human Services to implement the prospective payment wage index developed pursuant to such Act and to adjust rates of Medicare reimbursement to hospitals retroactive to the first cost period beginning on or after October 1, 1983.
