A bill to amend title X of the Public Health Service Act to provide for contraceptive development and evaluation.

Amends the Public Health Services Act to direct the Secretary of Health and Human Services to conduct or to contract with the public and nonprofit private entities for the conduct of: (1) research into the development of new or improved contraceptive devices, drugs, and techniques; and (2) evaluations of the acceptance, convenience, safety, efficacy, and cost of contraceptive devices, drugs, and techniques.

Authorizes appropriations for FY 1986 through 1990.
