Authorizes and directs the Secretary of the Treasury to pay a specified sum to a named individual in full satisfaction of all claims against the United States arising from the alleged negligence of Federal officials in the administration and application of the Organized Crime Control Act of 1970 and the incarceration of a convicted felon.
