Declares that the House of Representatives: (1) expresses its elation of the return of Father Lawrence Jenco after 18 months of captivity in Lebanon; (2) restates its commitment to secure the release of the remaining hostages; (3) condemns that taking of the hostages, and any other act of terror, to influence U.S. foreign policy; (4) urges the return of U.S. diplomat William Buckley; (5) expresses its gratitude to all governments and individuals that helped to secure Father Jenco's release; and (6) condemns all governments and individuals who control areas in which terrorists operate and who allow acts of terrorism directed against U.S. citizens and others. Calls upon such governments to comply with their international obligations to act to prevent terrorism.
