Designates the following Members of the House of Representatives to the specified committees: (1) Chester G. Atkins, of Massachusetts, to the Committee on Interior and Insular Affairs; (2) Jim Chapman, of Texas, to the Committee on Science and Technology; and (3) Michael A. Andrews, of Texas, to the Committee on Ways and Means.
