A resolution amending the Rules of the House of Representatives to require that the Speaker entertain unanimous consent requests to address the House for one minute only after the conclusion of legislative business.

Amends rule XIV of the Rules of the House of Representatives to prohibit the Speaker from entertaining any unanimous consent request to address the House for one minute until the legislative business for the day has been concluded, unless entertaining such request will expedite House proceedings.
