A resolution expressing the sense of the House of Representatives that the recent Presidential election in the Philippines was marked by such widespread fraud that it cannot be considered a fair reflection of the will of the people of the Philippines.

Expresses the sense of the House of Representatives that: (1) America's interests are best served in the Philippines by a government which has a popular mandate; and (2) the February 7, 1986, elections in the Philippines were marked by widespread fraud. Requests the President to convey such concern to President Marcos and Corazon Aquino.
