A resolution expressing the sense of the House of Representatives that the President should not resume negotiations with the Soviet Union concerning reopening direct air travel between the two countries until the Soviet Union formally acknowledges its guilt in the shooting down of Korean Airlines Flight 007 on September 1, 1983.

Deplores and condemns the Soviet action of September 1, 1983 (the destruction of Korean Airlines Flight 007), and calls on the Soviet Union to apologize for this act of aggression. Calls upon the President not to negotiate any agreement with the Soviet Union reinstating Soviet landing rights in the United States until it apologizes for its actions.
