A resolution concerning the policy of the United States toward international terrorism against the United States and its citizens, and for other purposes.

States that the House of Representatives: (1) deplores the policy of terrorism against the United States by the Shiite terrorists and considers such actions as an act of war; (2) calls on the President to reserve the right to take specified measures to defend the United States and its citizens; (3) endorses U.S. policy to not negotiate with terrorists; and (4) calls for cessation of American flights into Greece until international standards for security are met.
