States that no legislation should be considered by the House of Representatives with respect to FY 1985 through 1987 which: (1) would result in determining a cost-of-living increase under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act on any basis other than the Consumer Price Index; (2) would delay the effective date for such increase; or (3) would eliminate or limit such increase.
