A resolution to amend the Rules of the House of Representatives to restrict the consideration of supplemental appropriation bills by the Committee on Appropriations.

Amends the Rules of the House of Representatives to require that any request to the Committee on Appropriations for supplemental appropriations be accompanied by a statement showing: (1) the amount of supplemental appropriation being requested; (2) the urgent circumstances giving rise to the need for additional funds; and (3) the reasons why the request may not be postponed until the next regular appropriation bill.
