A bill to amend title XVI of the Social Security Act to provide that eligibility for SSI benefits (and the amount of such benefits), in the case of disabled individuals working in sheltered workshops and in other cases where disabled individuals' incomes are necessarily irregular or spasmodic because of the nature of the disabilities involved, shall be determined on the basis of annual rather than monthly income.

Amends title XVI (Supplemental Security Income) of the Social Security Act to provide that a disabled individual's eligibility for SSI benefits and the amount of SSI benefits to which such an individual is entitled shall be based upon annual rather than monthly income in cases where: (1) such an individual's sole employment is in sheltered workshops; or (2) such an individual's income is irregular because of the nature of his or her disability.
