Amends the Federal Water Pollution Control Act (the Clean Water Act) to direct the Administrator of the Environmental Protection Agency to study water quality problems in Lake Houston, Houston, Texas, and undertake necessary control measures. Requires the Administrator to report to the appropriate congressional committees within one year after enactment of this Act. Authorizes appropriations.
