Authorizes the Secretary of Transportation to make grants to States which enact and enforce laws requiring the use of safety belts by schoolchildren in all school buses. Limits the use of such grants to enforcement of such laws and to implement schoolchildren safety programs. Authorizes appropriations out of the Highway Trust Fund, other than the Mass Transit Account, for FY 1986 through 1988 for such grants.
Defines school bus for purposes of this Act, limiting such term to vehicles manufactured after the 90th day following the date of enactment.
